- Thierry Breton Former French EU Commissioner and contributor to the EU Digital Services Act, which regulates online platforms within the European Union.
- Imran Ahmed Leading the Center for Countering Digital Hate, an organization focused on addressing the global spread of online hate and misinformation.
- Clare Melford Head of the Global Disinformation Index, engaged in identifying and analyzing digital misinformation worldwide.

The State Department described the individuals as "radical activists" associated with NGOs that allegedly implemented censorship initiatives on behalf of foreign governments. According to U.S. officials, these networks were engaged in:
