Joint Interagency Task Force-Counter Cartel

The Joint Interagency Task Force-Counter Cartel (JITF-CC) was officially established last month, integrating multiple U.S. government agencies. Its main mission is to track and map the networks of cartel members operating along the U.S.-Mexico border. U.S. officials clarified that the operation itself was carried out exclusively by Mexican military forces. An anonymous former U.S. official stated that the United States provided a comprehensive intelligence dossier on El Mencho to Mexican authorities. This information was collected from U.S. law enforcement and intelligence services. The former official emphasized that El Mencho was one of the highest-priority targets for U.S. authorities in Mexico.

The Mexican Operation

Mexican forces killed Oseguera, 59, during a military operation aimed at apprehending him in the western state of Jalisco. The raid triggered significant unrest, including burning vehicles and armed blockades across highways in more than six Mexican states. Mexico's Defense Ministry confirmed that U.S. authorities supplied "complementary information" but did not specify the scope of assistance. 'El Mencho' and the CJNG

Nemesio Oseguera, a former police officer, led the Jalisco New Generation Cartel (CJNG), considered one of the most powerful criminal organizations in Mexico. Despite a $15 million U.S. reward for information leading to his capture, he avoided law enforcement for several years. His death marks a major development in Mexico’s ongoing campaign against drug trafficking, which funnels billions of dollars’ worth of cocaine and fentanyl into the United States. The operation occurred amid heightened U.S. pressure on Mexican authorities, with the previous U.S. administration urging intensified anti-cartel measures and warning of potential direct intervention if necessary.

U.S. Strategy and Task Force Role

The JITF-CC operates largely out of public view. Its stated mission is to identify, disrupt, and dismantle cartel activities that threaten the United States along the border. Brigadier General Maurizio Calabrese, head of the task force, explained that U.S. military experience in countering organizations such as al Qaeda and ISIS is being adapted to analyze cartel structures. Cartel operations differ in motives and organization, making comprehensive mapping of networks essential for effective disruption. Estimates indicate that a few hundred core cartel members occupy top-level positions, while roughly 200,000 to 250,000 independent contractors assist in drug transportation and distribution. Former DEA official Jack Riley noted that designating Mexican cartels as terrorist organizations allowed greater U.S. military support, particularly in intelligence, surveillance, and reconnaissance. Cartels, however, remain adept at concealing their leadership and operational locations.

Broader U.S. Efforts Against Drug Trafficking

A second U.S. defense official indicated that the task force is part of a larger strategy in which the U.S. military increasingly participates in border operations. This includes regular U.S. strikes on suspected drug-carrying vessels in the Caribbean and Pacific, raising legal discussions among lawmakers and experts. The official emphasized that the interagency task force aims to unify efforts, prevent fragmented operations, and coordinate intelligence and operational planning to improve effectiveness against cartel networks.
