Trump proposes using decreasing tariff revenues to fund at least 9 different things

Revenue from President Trump's tariffs fell in November, yet he continues to outline numerous ways the funds could be used. According to a tally by Yahoo Finance, Trump has proposed at least nine distinct applications for tariff income, dating back to his 2024 campaign.
These proposals have ranged from sending $2,000 checks directly to Americans, to funding the tax cuts enacted by Republicans this summer. At a recent rally in Pennsylvania, Trump expressed his fondness for tariffs, joking that he loves the word more than almost any other, ranking only behind "religion" and "family" under pressure from what he called "fake news."
However, recent weeks have brought a more uncertain picture for tariff revenue. Trump responded to concerns about rising consumer costs by lifting tariffs on products such as coffee, oranges, and cocoa, causing monthly revenue to drop slightly from $31.35 billion in October to $30.76 billion in November, marking the first decline since his second term began.
The future of these revenues also faces potential legal challenges, as a pending Supreme Court decision could overturn most new tariffs and might require refunds totaling up to $100 billion.
An Expanding List of Proposed Uses
Recently, the administration announced a $12 billion aid package for farmers, which Trump attributed directly to tariffs. Economist Scott Lincicome of the Cato Institute noted additional uses Trump has mentioned, including paying down the national debt, reducing income taxes, and providing dividend checks to Americans.
Another promise included funding enhanced childcare. At a September event at the Economic Club of New York, Trump highlighted the significant sums that could be raised from taxing foreign nations, suggesting they could cover childcare costs among other initiatives.
Additional proposed uses of tariff revenue have included establishing a sovereign wealth fund and creating a victory fund for Ukraine financed by tariffs on Chinese imports of Russian oil. Tariff money was also used to support the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) during a government shutdown with a $300 million infusion.
Despite these ambitions, the actual tariff income collected so far this year, about $236.16 billion, falls short of the cost of many proposed initiatives. For instance, one round of $2,000 dividend checks could cost up to $600 billion and would take roughly two years to fund using only tariffs. Analysts note that sending such payments would likely increase the federal deficit, and suggest that removing tariffs might be a more effective way to relieve financial burdens on Americans.
Trump has also implied that tariffs could balance the federal budget, yet individual income taxeswhich have brought in over $2.5 trillion this yearfar outpace the revenue from tariffs, making such a scenario improbable.
