The European Union's long-awaited trade agreement with four South American countries is set to be applied on a provisional basis, according to European Commission President Ursula von der Leyen. This announcement was made on Friday, following the recent ratifications by Uruguay and Argentina.
Ratification Status
- Uruguay and Argentina: Ratification was completed on Thursday, clearing the way for the provisional implementation of the agreement.
- Brazil and Paraguay: Ratification is still pending, but it is expected soon, as indicated by von der Leyen.
Von der Leyen underscored the EU's readiness, stating, "I've said before, when they are ready, we are ready." The provisional application will allow businesses in the EU, Uruguay, and Argentina to benefit from new customs regulations and other trade advantages even before the agreement formally comes into effect.
Provisional Application and Legal Oversight
The provisional application occurs while the agreement is still under review by the European Court of Justice. Earlier this year, the European Parliament, amid criticism and controversy surrounding the deal, voted narrowly to have the agreement examined by the court before final approval is granted. Von der Leyen clarified that the provisional nature of this measure is temporary, stating, "Provisional application is by its nature provisional. The agreement can only be fully concluded once the European Parliament has given its consent."
Background and Negotiation History
The EU-Mercosur trade deal has been under negotiation for over two decades, culminating in its official signing in Paraguay this past January. The deal aims to establish a free trade zone that would encompass over 700 million people across Europe and the Mercosur bloc, which includes Brazil, Argentina, Uruguay, and Paraguay.
Economic and Sectoral Impacts
Supporters of the agreement highlight several potential advantages for European industries, including:
