Nigel Farage, leader of Reform UK, has called for major changes to UK election rules, suggesting Commonwealth citizens lose voting rights and postal voting be limited to specific cases to strengthen electoral integrity.
Nigel Farage, leader of Reform UK, has publicly questioned the reliability of the United Kingdom's current voting framework and called for comprehensive adjustments to the rules governing eligibility for general elections. Farage specifically proposed that Commonwealth citizens should no longer retain the right to vote in these elections. In addition, he recommended restricting postal voting to defined circumstances, such as for elderly citizens, individuals working abroad, or those on holiday during election periods.
Farage’s Proposals for Election Rule Changes
During a press conference held in London, Farage highlighted concerns over fraud and coercion in postal voting. He described the current postal voting system as excessively susceptible to manipulation, suggesting that postal votes should constitute no more than one to two percent of total ballots cast. Farage argued that allowing more than a quarter of voters to submit ballots by post, as occurred in the last general election, compromises the integrity of the electoral process.
Current UK Rules on Voting
At present, UK law permits individuals to request a postal vote if attending a polling station is inconvenient. Accepted reasons include professional obligations or other personal factors preventing in-person attendance. Eligibility to vote in general elections is granted to British citizens, qualifying Commonwealth citizens, and citizens of the Republic of Ireland. A qualifying Commonwealth citizen is defined as someone who either has permission to enter or remain in the UK or is exempt from requiring such permission. Farage’s proposals would maintain voting rights for Irish citizens while removing this privilege from Commonwealth citizens.
Rationale Against Commonwealth Voting
Farage asserted that the inclusion of Commonwealth citizens in voting has become increasingly problematic due to mass immigration. He stated that while Commonwealth voting was historically uncontroversial, recent demographic changes have caused its impact on national elections to become significant. Farage emphasized that restricting voting rights to British citizens would eliminate what he described as undue influence on UK politics.
Concerns Regarding Postal Voting
Farage’s critique of postal voting aligns with broader concerns about election security. During the recent Gorton and Denton by-election, reports emerged of "family voting," in which family members allegedly influenced others’ votes within polling stations. Democracy Volunteers, an election observation organization, reported that family voting occurred at 68% of polling stations in this constituency, contrasting sharply with 12% reported in a previous by-election in Runcorn and Helsby.
Implications of Family Voting
Family voting involves one family member directing or controlling the vote of another, potentially violating the principle of independent choice. According to a 2016 United Nations Development Programme report, this practice is most common in societies with extended family structures, where dominant members may pressure others to vote in a specific way. The report noted that women are frequently affected, as they may be compelled to vote according to the preference of a husband or father, even if they physically cast their own ballot.
Election Authorities’ Response
Following the allegations of family voting in Gorton and Denton, election officials stated that polling station staff had not reported any incidents and suggested that any concerns should have been raised during the voting process. Reform UK and the Conservative Party have requested a formal investigation by the Electoral Commission, while Labour Party chairwoman Anna Turley expressed strong concern regarding the reported issues.
Government Measures and Legislation
The Electoral Commission confirmed that it would examine the claims thoroughly. Concurrently, Parliament is set to debate the Representation of the People Bill, designed to enhance the postal voting system by improving its resilience and responsiveness. Proposed reforms include streamlining the reissuance of postal ballots and allowing voters to switch voting methods if their postal vote fails to arrive on time.
Political Reactions to Proposed Legislation
Despite government initiatives to strengthen postal voting, the Conservative Party has advised MPs to reject the bill, citing concerns that it could facilitate electoral fraud. Sir James Cleverly, the Conservative shadow communities secretary, advocated delaying the bill’s progress until a comprehensive review of foreign interference in British elections is completed.
