German Chancellor Friedrich Merz sharply criticized the United States for temporarily easing sanctions on Russian oil, calling the move inappropriate and urging continued pressure on Moscow until it shows readiness for peace negotiations in Ukraine.
German Chancellor Friedrich Merz has publicly expressed strong disapproval of the United States' recent move to temporarily relax sanctions on Russian oil. He described the decision as inappropriate and inconsistent with ongoing international efforts to pressure Russia. The temporary sanctions relief targets oil shipments that are currently stranded at sea and is intended to mitigate the impact of geopolitical tensions involving Iran on global energy markets.
Merz's Remarks on the Sanctions
During a joint press event with Norwegian Prime Minister Jonas Gahr Støre on the Norwegian island of Andøya, Chancellor Merz stated that any easing of sanctions at this stage is misguided. He pointed out that Russia has not demonstrated any readiness to negotiate an end to the conflict in Ukraine, which has been ongoing for over four years. Merz emphasized the necessity of maintaining and intensifying pressure on Moscow until there is evidence of willingness to pursue peace in Ukraine.
US Temporary License for Russian Oil
On Thursday, the United States issued a temporary license permitting countries to purchase Russian oil that is currently unable to be delivered due to logistical and regulatory constraints. This measure is intended to stabilize energy markets affected by the ongoing regional conflicts, including tensions related to Iran. U.S. Treasury Secretary Scott Bessent stated on social media platform X that the temporary authorization, which remains in effect until April 11, is designed to expand the global availability of existing oil supplies.
Response from G7 Members
Chancellor Merz highlighted that the U.S. decision was unexpected among other G7 leaders. Earlier in the week, discussions took place among the G7 regarding the potential temporary relaxation of Russian oil and gas sanctions in consultation with U.S. President Donald Trump. Merz indicated that six of the G7 countries expressed concerns that easing sanctions at this point could convey the wrong message. Despite these reservations, the U.S. government proceeded with the temporary sanction relief.
Germany’s Position
Merz’s comments underline Germany’s stance that pressure on Moscow should be maintained until Russia shows a clear willingness to engage in peace negotiations concerning Ukraine. The temporary U.S. authorization to lift sanctions contrasts with Germany's approach, highlighting divergent perspectives among allied nations on managing international sanctions and ensuring energy security. The German Chancellor stressed that maintaining sanctions remains a critical component of the international strategy to influence Russia's policies.
The decision by the United States, while aimed at alleviating short-term energy market pressures, has revealed differing opinions within the G7 regarding the appropriate balance between economic stability and diplomatic pressure on Russia. Germany continues to advocate for a sustained and consistent sanctions regime to encourage diplomatic resolution in Ukraine.
