The strike resulted in four injuries. President Ilham Aliyev labeled the incident a "terrorist act" and ordered the armed forces to implement defensive and retaliatory measures. The military was elevated to the highest level of readiness to address potential threats.
Tehran has denied any involvement, suggesting instead that Israel, a close ally and arms provider to Azerbaijan, may have orchestrated the incident to disrupt relations among Muslim-majority nations. Iran has a history of accusing Israel of intelligence operations and attacks conducted using Azerbaijani territory.

Armenian expert Hakob Badalyan stated that the likelihood of the war extending to the Caucasus depends on how far Baku and Ankara are willing to go in retaliation.
The uncertainty of Iran's military command structure has also been highlighted. Farhad Mammadov, director of the South Caucasus Studies Center in Baku, pointed out that Iran's defense ministry and general staff operate alongside the Islamic Revolutionary Guard Corps (IRGC), which creates ambiguity in decision-making processes. Mammadov predicted that Azerbaijan's response would remain primarily defensive and noted that escalation largely depends on Iran's future actions.
Internal Factors in Iran
Azerbaijani legislator Rasim Musabekov suggested that the attacks reflect disorganization within Iran following the death of Supreme Leader Ali Khamenei in an Israeli-US strike. According to Musabekov, current Iranian missile and drone activity shows sporadic, uncontrolled operations that may lack centralized oversight.
Intent and Strategic Considerations
Experts largely dismiss the notion that the drone strikes were accidental. Farid Shafiyev, head of Azerbaijan’s Center for Analysis of International Relations, stated that evidence indicates deliberate action by Iranian forces, though the precise decision-making authority remains uncertain. Some reports linked to the IRGC imply that the Guard Corps leadership may have independently authorized the attacks.
Gela Vasadze of the Georgian Strategic Analysis Centre noted that the IRGC perceives Azerbaijan as an adversary, and the strikes are interpreted as a symbolic demonstration of hostility. Shafiyev emphasized that Iran is targeting multiple actors deliberately rather than by chance.
Vulnerable Strategic Infrastructure
Concerns have been raised regarding Azerbaijan's energy infrastructure, particularly the Baku-Tbilisi-Ceyhan oil pipeline, which transports a substantial portion of Israel’s oil imports. Experts note that above-ground structures, such as terminals and pumping stations, may be susceptible to drone attacks. Ilham Shaban, head of the Centre for Oil Research in Baku, highlighted the strategic risks posed by the pipeline within the context of geopolitical tensions involving Iran, Azerbaijan, and Israel.
Following a significant Israeli strike in June 2025, Azerbaijan had previously assured Tehran that its territory would not be used for attacks against Iran.
Ethnic and Political Context
Iran remains cautious regarding separatist sentiment among its approximately ten million ethnic Azeris. Analysts believe that while Azerbaijan is currently avoiding direct confrontation, the country continues to monitor developments closely and prepare for potential escalation. Musabekov emphasized that Azerbaijan does not seek armed conflict with Iran but must remain ready for all scenarios.
