President Donald Trump has notified members of Congress that it is currently impossible to determine the "full scope and duration" of the ongoing military operations against Iran. In a formal letter to Congress, Trump conveyed that the threat from Iran had reached an "untenable" level despite previous diplomatic efforts to de-escalate the situation. This notification comes ahead of an important vote in Congress, where lawmakers are set to discuss a war powers resolution aimed at restricting the president’s authority to carry out military actions in Iran.
Details of the Situation
On Saturday, US and Israeli forces initiated airstrikes against Iran. In response, Iran launched a series of missile and drone attacks targeting US-allied nations in the Middle East. Trump’s letter to Congress underlined that Iran remains a significant threat due to its advanced missile capabilities, which include ballistic, cruise, and anti-ship missiles. The president further reassured lawmakers that no ground troops had been deployed, and that the operation was carried out with the aim of minimizing harm to civilians.
Justification for Military Action
In his communication with Senate President Pro Tempore Chuck Grassley, Trump reiterated the administration's position that Iran is a primary state sponsor of terrorism. The letter emphasized that Iran continues to pursue nuclear weapons, which heightens the risk to US forces and their allies. Furthermore, the letter outlined that Iran’s missile capabilities directly threaten US military personnel, civilian lives, and commercial vessels in the region, and that military action was necessary to protect American interests and prevent further Iranian aggression.

He stressed the importance of a Congressional vote, citing the Constitution's provision that war cannot be declared without Congressional approval. He further emphasized that the safety of US troops should be a top priority.

Last year, the Trump administration launched strikes against Iranian nuclear facilities, and earlier this year, it conducted a mission aimed at capturing Venezuelan President Nicolás Maduro. House Speaker Mike Johnson, a Republican, confirmed that the Trump administration had informed the "Gang of 8"—a group of bipartisan Congressional leaders—prior to the airstrikes on Iran. Additionally, US Secretary of State Marco Rubio confirmed that he briefed the Gang of 8 on March 2, within the required time frame. Rubio stated that while Congress has the right to vote on military actions, there is no legal obligation for the president to seek Congressional approval before initiating military operations. He also noted that no presidential administration has ever fully accepted the War Powers Act as constitutional, regardless of political affiliation.
