The head of Guernsey's Medical Specialist Group (MSG), Dr. Steve Evans, has expressed support for the establishment of an independent organization to handle patient complaints.
Former Chief Minister Gavin St Pier had called for an external review of how complaints are managed within the health service. This came during a debate in which St Pier faced potential suspension, a proposal ultimately rejected by the States deputies.
The potential suspension stemmed from St Pier being found in breach of the States code of conduct during a phone conversation with a journalist from The Guardian, where he raised safeguarding concerns involving a local physician.
Dr. Evans welcomed the idea of an independent complaints body, suggesting it could provide advantages for both patients and healthcare professionals. During the discussion surrounding St Pier's suspension, several deputies criticized the Health and Social Care department for its handling of patient complaints.
Former Vice-President of Health and Social Care, Tina Bury, commented that the current complaint system was inadequate and "not fit for purpose."
St Pier acknowledged MSGs support for an independent complaints mechanism as "a positive outcome from a challenging process." In the previous political term, proposals to create an independent ombudsman for complaints against the States had been rejected.
He emphasized that the debate highlighted shortcomings in the existing complaints system, noting it was "not fit for purpose" and that improvements were needed.
Following the discussion on his suspension, Dr. Evans said complaints are currently handled fairly but acknowledged potential benefits from an independent body. He suggested such a structure could reassure families involved in complaints and encourage individuals who might be hesitant to speak up.
Dr. Evans added, "An independent body could also offer protection to doctors, countering perceptions that we only protect our own. While the practicalities in a small jurisdiction remain uncertain, it is a concept worth exploring."
