Bradley led the initial strike on September 2, aimed at alleged drug traffickers near Venezuelas coast. The operation drew intense attention after reports indicated that follow-up attacks targeted two survivors clinging to the boat, resulting in their deaths. The incident has raised concerns in Congress about potential violations of international law, as Pentagon guidelines clearly prohibit attacks on shipwrecked individuals.
1. Bradley Denies Kill Everyone Orders
Admiral Bradley, head of the Joint Special Operations Command, told lawmakers that no directive to kill everyone on the boat was issued. Senator Tom Cotton (R-Ark.) confirmed that Bradley stated he received a detailed written order, in line with standard military procedure. White House and Pentagon officials also denied that such a verbal order was given prior to the strikes.

Democratic lawmakers reacted strongly after reviewing footage of the subsequent strikes. Representative Jim Himes (D-Conn.) described the targeting of survivors as deeply troubling, highlighting the ethical implications of killing individuals no longer posing a threat. Representative Raja Krishnamoorthi (D-Ill.) warned that such actions could undermine U.S. expectations of humane treatment in future conflicts.

Cotton stated that after the initial strike, the two survivors attempted to right the boat and continue their mission. Some lawmakers, including Senator Chris Coons (D-Del.) and Representative Adam Smith (D-Wash.), questioned whether these individuals posed any real threat, noting that they appeared incapacitated on the overturned vessel. Bradleys account suggested the subsequent strikes were judged necessary to prevent them from resuming illicit activity.

Lawmakers remain curious about Hegseths involvement, as he reportedly monitored only the first strike and did not observe the follow-up attacks. Questions persist about whether Bradley acted independently or under explicit authorization, with some members calling for public testimony to clarify Hegseths role and whereabouts during the operation.
