On Tuesday, the US State Department announced visa sanctions against a former senior European Union official and several members of organizations focused on countering disinformation. These sanctions were introduced in response to what the US government characterizes as "censorship" activities, marking a significant escalation in the Trump administration's stance on European regulations affecting digital platforms. The measures also reflect broader tensions between the US and European nations concerning freedom of expression and censorship practices.
US Secretary of State Marco Rubio strongly condemned the sanctioned individuals, accusing them of leading organized campaigns to pressure American digital platforms into censoring, demonetizing, and suppressing opposing viewpoints. Rubios remarks highlight the increasing diplomatic friction between the US and Europe regarding the regulation of online content and its impact on political discourse.

- Thierry Breton: Former European Commissioner and a pivotal figure behind the EU's Digital Services Act (DSA), a regulation requiring large tech platforms to address illegal and harmful content.
- Imran Ahmed: CEO of the Center for Countering Digital Hate (CCDH), an organization that focuses on combating online hate and disinformation.
- Clare Melford: CEO of the Global Disinformation Index (GDI), which works to improve online safety through collaborations with governments, industries, and civil society.
- Two unnamed officials from HateAid: A German organization dedicated to addressing hate speech, violence, and disinformation on the internet.
In a statement, Marco Rubio emphasized that the actions of those sanctioned could have harmful foreign policy implications for the United States. He accused these individuals of advancing foreign censorship campaigns intended to silence American voices and companies. As a result, they now face entry restrictions to the US, with possible deportation procedures being initiated by the Department of Homeland Security.
Reactions to the Sanctions
Thierry Breton, one of the individuals affected by the sanctions, voiced his objections on social media, drawing parallels to McCarthy-era witch hunts and asserting that censorship is not happening in the way the US government perceives it. Breton posted on X (formerly Twitter), stating, "Censorship isn't where you think it is." His remarks underscore the deepening divide between the US and European officials over digital platform regulation.
The Global Disinformation Index (GDI) also criticized the sanctions, condemning them as an attack on free speech and an example of government overreach. A spokesperson from GDI labeled the actions of the US as "immoral, unlawful, and un-American," accusing the Trump administration of attempting to stifle voices that challenge its narrative.
The Digital Services Act (DSA) and Its Controversy
The sanctions are a direct result of the EU's Digital Services Act (DSA), a regulation that has sparked significant controversy, particularly in the US. The DSA obliges digital platforms, such as social media companies, to take concrete actions to combat illegal and harmful content. This has led to frequent confrontations between European regulators and figures like Elon Musk, who has been under pressure to comply with the DSA's content moderation requirements.
In August 2024, Thierry Breton publicly confronted Musk, reminding him of his obligations under the DSA in a letter before Musks planned interview with former President Donald Trump. US Undersecretary of State for Public Diplomacy, Sarah Rogers, later criticized Breton's letter on social media, accusing him of attempting to force Musk into compliance with EU regulations. Rogers also criticized Imran Ahmed for his involvement in efforts by the Biden administration to weaponize government agencies against US citizens, particularly through the "Disinformation Dozen" report, which targeted anti-vaccine advocates.
The sanctions also extended to HateAid, a German organization working to combat online hate speech and disinformation. This further highlights the escalating tensions between US officials and European organizations engaged in digital content regulation.
Continued Tensions Between the US and Europe
The ongoing issues were also raised by Vice President JD Vance, who condemned European leaders for pressuring social media companies to censor content. In his first major speech after taking office, Vance spoke at the Munich Security Conference, expressing concerns that European governments are using terms like "misinformation" and "disinformation" to suppress dissenting views, especially on contentious issues such as the COVID-19 lab leak theory.
As tensions persist, the US State Department has signaled its willingness to impose additional sanctions if foreign actors involved in global censorship efforts fail to alter their course. This diplomatic standoff highlights deeper ideological rifts over digital freedom and the regulation of online content, with both the US and European nations asserting differing views on the limits of expression in the digital age.
