This strategy, quietly released by the White House on Thursday, emphasizes the Western Hemisphere over regions like the Middle East and Africa, and contains pointed criticisms of Europe, suggesting a decline in its civilizational trajectory.

The strategy highlights homeland protection, asserting that border security is the primary element of national security, and hints at concerns over China expanding its influence in the Americas. The United States must be preeminent in the Western Hemisphere as a condition of our security and prosperity, it states. Alliances and aid will be conditioned on reducing foreign influence, spanning military installations, ports, infrastructure, and strategic assets.

This approach is framed as a Trump Corollary to the Monroe Doctrine, referencing the 1823 policy of opposing foreign interference in the Western Hemisphere. Internal debates delayed the documents release, particularly over language concerning China, as Treasury Secretary Scott Bessent sought softer wording to support ongoing trade negotiations.

The strategy stresses that U.S. foreign policy should focus on interests directly affecting the nation. In his introduction, Trump describes the document as a roadmap for maintaining Americas global leadership and promoting freedom worldwide. However, his unpredictability means policies may shift in response to global events.

Key elements include a sustained military presence in the Western Hemisphere, stricter migration controls, a strengthened domestic industrial base, and support for Western identity, including in Europe. Latin America, the Caribbean, and neighboring countries receive unprecedented attention, with plans for enhanced Coast Guard and Navy operations to secure sea lanes, combat illegal migration, and disrupt drug trafficking. The U.S. also aims to work with regional governments on strategic resources, potentially including rare earth minerals, and engage the private sector to foster investment opportunities.

China is addressed carefully, focusing on economic rebalancing and reciprocity while maintaining stability in the Indo-Pacific. The strategy underscores continued support for Taiwan and seeks to prevent conflict in the region.

Smaller nations ambitions are largely dismissed, highlighting the influence of larger, more powerful countries.
