The campaign for the first mayor of Suffolk and Norfolk is officially underway, with the main political parties revealing their candidates. The elected mayor will oversee a combined county authority consisting of both Norfolk and Suffolk councils. The government has indicated that this role will come with increased funding and expanded powers over areas such as transport, adult education, skills development, and housing.
Election Details
The election is scheduled for May 2026. Currently, five major parties have declared their candidates, with the list set to be updated as new contenders emerge.
Reform UK Candidate: David Bick
David Bick, a Norfolk County Councillor, will run for Reform UK. He joined the county council earlier this year and became one of two Reform members after winning the seat formerly held by Labour's Terry Jermy. Bick has a professional background in business and financial communications, including advising football clubs, and has served as a borough councillor in London.
Bick stated, "It is an honor to represent Thetford West, and I look forward to serving all residents of Norfolk and Suffolk. Our region deserves strong leadership after years of mismanagement. Reform UK offers practical, ambitious policies focused on common-sense governance."
Labour Candidate: Carli Harper
Norwich City Councillor Carli Harper will represent Labour. Elected last year, she serves as the cabinet member for finance and major projects, managing the redevelopment of the former Anglia Square area, which will include 1,100 new homes, more than half of which will be affordable. Harper emphasized her commitment to regional growth and addressing key local issues such as healthcare, transport, and housing. She also highlighted the regions potential in innovation, clean energy, and the creative industries.
Liberal Democrat Candidate: Kevin Keable
Kevin Keable, chair of the East of England Energy Group, is the Liberal Democrat candidate. Born in Beccles with a background in the oil and gas industry, Keable aims to make Norfolk and Suffolk a global hub for clean energy. His priorities include establishing a low-carbon rural bus network, improving education and skills, and ending sewage spills. He stressed the need for local decision-making and greater regional influence over policy.
Conservative Candidate: Tim Passmore
Tim Passmore, Suffolk's Police and Crime Commissioner, will run for the Conservative Party. A lifelong Suffolk resident with extensive experience in agriculture and local government, Passmore previously led Mid Suffolk Council. He plans to focus on equitable allocation of national resources, improving transport infrastructure, enhancing public transport in rural areas, and promoting economic growth and investment. He is also an advocate for expanding 5G coverage.
Green Party Candidate: Caroline Topping
Caroline Topping, leader of East Suffolk Council, will stand for the Green Party. She has led the council for two years and is a county councillor for the Beccles ward. Topping highlighted her achievements in council housing, community facilities, play area upgrades, and protecting taxpayers' money. She pledges a transparent mayoralty that ensures Norfolk and Suffolk are effectively represented at the national level.
What the Mayors Role Entails
The mayor will take on responsibilities previously managed by police commissioners and other local authorities, including oversight of public services, infrastructure, and regional development. Consultation has begun on establishing a joint mayor for Norfolk and Suffolk to coordinate these efforts.
