New Orleans city officials have requested approval to extend IV Wastes trash collection contract in the French Quarter and Downtown Development District through 2027 increasing the total value while ensuring uninterrupted sanitation services amid ongoing legal disputes.

The administration led by Moreno has formally submitted a request to the City Council of New Orleans seeking approval to extend the existing waste collection agreement with IV Waste. The proposed extension would continue the company’s responsibility for sanitation services in the French Quarter and the Downtown Development District until December 2027.

According to the submitted proposal, the current contractual arrangement, which is scheduled to expire in May, would be significantly expanded in both duration and financial scope if the extension is approved. The total estimated value of the contract would increase from approximately 6 million dollars to around 13 million dollars over the extended period.

IV Waste, a company owned by Sidney Torres IV, was originally assigned to handle waste collection services in December under an emergency arrangement. This decision was made to ensure uninterrupted sanitation operations for a limited period of six months while the city was involved in a legal dispute with a previous contractor. The emergency assignment was intended as a temporary solution to maintain essential public services during ongoing contractual uncertainty.

The background of the situation is connected to a continuing legal conflict involving Henry Consulting and the City of New Orleans. A contract valued at 73 million dollars was awarded to Henry Consulting in 2024 during the administration of former Mayor LaToya Cantrell. However, this agreement was not approved by the City Council, which led to the contract not being implemented as originally planned.

Following the City Council’s refusal to approve the agreement, IV Waste was brought in on an emergency basis to ensure continuity of trash collection services across key districts. After losing the expected contract, Henry Consulting initiated legal action, filing two separate lawsuits. These cases challenge the authority of the City Council to override decisions related to mayoral contract approvals. Both legal proceedings remain unresolved at this time.

Under the current proposal from the Moreno administration, IV Waste would continue providing sanitation services across the French Quarter and the Downtown Development District for an additional period extending to the end of 2027. This would represent a continuation and expansion of the emergency arrangement that was initially intended to be temporary.

The review process for the proposed extension will begin with consideration by the City Council’s Public Works, Sanitation, and Environmental Committee. The committee is scheduled to evaluate the measure on Tuesday. After this stage, the proposal is expected to move forward to a full City Council review, where a final decision will be made following further deliberation.
