Former Delaware Student Charged in Plot Involving Machine Guns in Urban Setting

Authorities in Delaware have taken into custody a man found with an illegal machine gun and a notebook outlining strategies for "urban combat," "martyrdom," and specific targets, according to federal officials and court records.
Luqmaan Khan, a U.S. citizen born in Pakistan, was detained on November 24 after police approached his vehicle in a New Castle park that was closed to the public. Court documents indicate Khan resisted law enforcement before being arrested.
A search of Khans Toyota Tacoma revealed a backpack containing a Glock pistol, a device to convert a firearm into a machine gun, protective body armor, and handwritten notes detailing ambush tactics and surprise attack plans.
At 25 years old, Khan told FBI agents that martyrdom is considered "one of the greatest things you can do" and described it as a "goal," according to filings. The notebook reportedly mentions martyrdom multiple times and includes plans targeting a member of the University of Delaware police, along with a map labeled "UD Police Station." Khan had previously attended the university.
Living in Wilmington, Delaware, Khan now faces federal charges for possession of a machine gun and an unregistered firearm, carrying a potential sentence of up to 10 years in prison. The complaint was submitted by an FBI agent on a Delaware terrorism task force.
Further searches of Khans residence by the FBI uncovered additional firearms, including a rifle equipped with a red dot sight, hollow point pistol ammunition, and another handgun fitted with a machine gun conversion device.
University of Delaware Interim President Laura Carlson stated that Khan is no longer affiliated with the school and is banned from all campus locations while legal proceedings continue. Carlson emphasized that there are currently no known threats to the university.
Court filings note that Khan immigrated to the United States during his childhood. Efforts to contact his legal representatives were unsuccessful.
