Efforts to reach Woodward for comment were unsuccessful. The phone number for Burton Woodward Partners was no longer in service, and an email sent to another firm he is linked with, Virginia-based Chinkapin Partners LLC, went unanswered.

Carole Cadue-Blackwood, who has Prairie Band Potawatomi roots and is a registered member of the Kickapoo Tribe in Kansas, expressed strong opposition to the project. She has actively opposed the opening of an ICE detention facility in Leavenworth, Kansas, and works with a social service organization serving Native American communities.

"I am in complete disbelief that this is happening," Cadue-Blackwood said.

The news has drawn attention from several reporters and contributors across multiple states, including Mission, Kansas; Miami; Norman, Oklahoma; and Seattle.
