Solution: The government launched a crop substitution program designed to pay farmers for voluntarily eliminating coca and replacing it with legal crops.
Initially, the program appeared effective and promising. However, an unintended outcome quickly emerged. Farmers discovered that compensation depended on the quantity of coca destroyed. As a result, many expanded existing coca plots or planted new ones to maximize payments. This behavior caused a significant increase in coca cultivation, resulting in a more than threefold rise in potential cocaine output. The law intended to improve driver earnings, but the economic results were unexpected. Higher delivery prices caused a decline in customer demand. Within the first three months, order volumes dropped by 30%, leading to a $17 million loss for local businesses. The decrease in deliveries reduced the number of available jobs, lowering driver earnings. A study reported that the average hourly pay for drivers fell by 28%. The policy, though well-intentioned, ultimately had negative effects on the very workers it aimed to support, as well as on small business owners and consumers.

Solution: The military attempted to train dogs to carry explosives and attack German tanks.
The program faced significant practical difficulties. Training dogs to deliver explosives under combat conditions proved extremely challenging. Dogs trained on stationary Soviet tanks often avoided German tanks or returned to their handlers, creating confusion and danger within Soviet positions. The initiative failed to achieve its intended goals and was eventually abandoned, highlighting the risks of implementing high-stakes solutions without accounting for practical limitations.
