Belarusian leader visits military-run Myanmar as a gesture of goodwill

BANGKOK Alexander Lukashenko, the President of Belarus, has arrived in Myanmar for a goodwill mission, according to local state media reports on Friday. He is the second international leader to visit the country since the military assumed control in 2021.
The visit occurs just a month ahead of Myanmars upcoming election, which critics argue lacks fairness and transparency. Observers suggest Lukashenkos visit may be interpreted as endorsing the election process.
Belarus has been a consistent ally and supplier to Myanmars military authorities, alongside China and Russia. Senior General Min Aung Hlaing, Myanmars military chief, has made few international trips, including visits to Belarus in March and June. Both Myanmar and Belarus are often described as authoritarian regimes.
Western countries have largely isolated Myanmars military government, imposing sanctions following the 2021 overthrow of the elected government led by Aung San Suu Kyi and subsequent human rights violations. The only other foreign head of state to visit since 2021 was Cambodias former Prime Minister Hun Sen in 2022, representing ASEAN.
The state-run Global New Light of Myanmar reported that Lukashenko arrived at Naypyitaws military airport Thursday evening, where he received a ceremonial welcome from Prime Minister Nyo Saw and other officials, accompanied by cultural performances. During his visit, Lukashenko is scheduled to meet with Min Aung Hlaing to discuss enhancing bilateral relations, with several agreements and memorandums expected to be signed.
During Min Aung Hlaings March visit to Belarus, Lukashenko committed support for Myanmars military-organized election and promised to send observers. Critics label the election as a facade to legitimize military rule, with opposition groups, including armed resistance forces, planning to challenge the vote.
Justice For Myanmar, an advocacy organization, reported on Thursday that Belarus has supplied Myanmars military with arms, equipment, and training, strengthening its domestic military capabilities. Supplies reportedly include an Air Defense Operational Command system, radar technology, and ground-based missile systems.

This positions Belarus alongside China and Russia as key external backers of the military government.
The timing of the visit, coupled with planned meetings and the signing of agreements, reinforces the perception of international legitimization for Myanmar’s military leadership. Western sanctions and diplomatic isolation contrast sharply with this bilateral engagement, highlighting the ongoing geopolitical divide in responses to Myanmar’s governance and human rights record.
