Council leader emphasizes the need to lower £800m debt

Lincoln council is launching a strict financial plan to tackle its 800 million debt, focusing on tighter budget control, careful tax adjustments, and pausing some road projects to stabilize finances and ensure long term fiscal responsibility.
The leadership of Lincoln's council has announced a focused plan to address its significant £800 million debt. The council intends to implement stricter budget controls, consider a modest increase in local taxes, and temporarily halt certain road development projects in an effort to reduce financial pressures.
Debt Reduction as Central Objective
Reform UK councillor Sean Matthews outlined the council’s fiscal strategy for the next twelve months, emphasizing the continuation of cost management from previous initiatives. Since taking office, Matthews’ administration has reduced the national debt by five million units. However, he stressed that much remains to be done and that careful, deliberate financial management will continue to guide council decisions.
“Until we get a grip of that, we can't afford the luxury,” Matthews stated, indicating that fiscal prudence will remain a primary factor in decision-making. Current financial challenges stem largely from prior ambitious infrastructure projects, notably the North Hykeham Relief Road, which has significantly contributed to the council’s liabilities. Additional delays on the Grantham bypass, caused by a design error, are also adding to financial pressures. The Spalding road project remains incomplete, further increasing expenditure.
State Support and Taxation
Matthews emphasized that the council continues to explore potential state grants as supplementary funding for future projects. At the same time, he acknowledged the likelihood of increased council taxes, but stressed that any rise would aim to align with inflation, minimizing the impact on residents. “Every effort will be poured into safeguarding property taxes, striving for a level that's as gentle as possible on household budgets,” he assured.
Waste Audits and Governance Approach
In June, Reform UK announced plans for comprehensive audits of local councils under its control, aiming to identify and reduce unnecessary spending. Matthews noted that implementing these audits has proven more legally complex than anticipated, with councils now required to conduct the reviews independently. This approach is part of Matthews’ broader fiscal philosophy, guiding daily decisions and prioritizing efficiency and accountability.
Position on Solar Farms
Matthews reaffirmed his opposition to large-scale solar farms on Lincolnshire farmland, previously stating he would intervene directly if necessary. He characterized solar projects as temporary solutions and emphasized the council’s focus on long-term initiatives such as the STEP fusion reactor, an innovative energy project planned in the county. Public consultation events are planned for the fusion power facility to provide local residents with information and updates.
Projected Fiscal Strategy
Last year, Matthews forecasted reductions in community investments to address rising debt. The council’s strategic plan aims for a 25 percent reduction in spending over the coming years. By 2026/27, projections indicate a cumulative debt of £5.5 billion, building upon £4.6 million in earlier obligations, with continued efforts to achieve financial stability through 2028/29.
Local Infrastructure Updates
The council is considering the start date for a £200 million bypass project. Other infrastructure and energy developments, including the STEP fusion reactor, remain under review. Public engagement initiatives are planned to provide information and encourage community participation in local governance decisions.
The council’s overall strategy combines tighter financial controls, selective project prioritization, and cautious tax adjustments, aiming to steadily reduce debt while maintaining essential services and future investment potential.
