Former Peruvian leader Pedro Castillo has been sentenced to 11 years, five months, and 15 days in prison for attempting a coup d'tat. The court in Lima found the ex-president, who served from 2021 to 2022, guilty of conspiracy to commit rebellion. Prosecutors had initially requested a 34-year sentence.
In December 2022, Castillo attempted to dissolve Congress to prevent an imminent vote of no confidence, aiming to establish an emergency government and rule by decree. Following this move, Congress ousted him citing "moral incapacity." Castillo was subsequently arrested for attempting a coup and has remained in custody since.
Castillo, a former rural school teacher, drew his support largely from farmers and indigenous communities, who have historically felt neglected by the political elite in Lima and have seen minimal benefits from Perus economic growth. Despite this backing, his lack of political experience became evident as he faced pressure shortly after taking office, with ministers resigning and frequent clashes with Congress.
Judicial Challenges for Peruvian Presidents
Peru has a recent history of its presidents facing legal issues. On Wednesday, Martn Vizcarra (20182020) was sentenced to 14 years in prison for corruption. Earlier, former president Ollanta Humala (20112016) received a 15-year sentence for money laundering, and Alejandro Toledo (20012006) was sentenced to 20 years and six months for corruption.
Former president Alan Garca (19851990 and 20062011) died by suicide in 2019 while authorities attempted to arrest him on corruption allegations. Additionally, Pedro Pablo Kuczynski (20162018), Vizcarras predecessor, is currently under investigation for alleged corruption.
Analysis: Castillo’s Sentence and Peru’s Political Turbulence
The sentencing of former President Pedro Castillo to 11 years, five months, and 15 days marks another chapter in Peru's ongoing political instability. The court found Castillo guilty of conspiracy to commit rebellion following his attempt to dissolve Congress in December 2022. While prosecutors had sought a 34-year sentence, the final ruling reflects a significant reduction, highlighting the judiciary's discretion in politically charged cases.
Castillo’s rapid political decline illustrates the challenges faced by leaders with limited experience in governance. Despite grassroots support from rural and indigenous communities, his presidency was marked by ministerial resignations and persistent conflicts with Congress. The episode underscores the fragility of executive power in Peru, especially when attempting drastic measures like ruling by decree.
Peru’s pattern of legal action against former presidents further contextualizes Castillo’s sentence. Recent cases, including those of Martín Vizcarra, Ollanta Humala, Alejandro Toledo, and investigations into Pedro Pablo Kuczynski, demonstrate a judiciary willing to pursue corruption and abuse of power vigorously. Castillo’s conviction, though distinct in nature as a coup attempt rather than financial misconduct, continues this trend of high-profile accountability, reflecting both political volatility and judicial assertiveness.
