President Emmanuel Macron announced on Thursday that France will establish a voluntary military service starting next year, which can be transformed into compulsory service during times of national emergency. The initiative will start with 3,000 participants and is planned to grow to 10,000 by 2030 and 50,000 by 2035. This 10-month program is designed to strengthen France's professional armed forces.
"In todays unpredictable world, this adaptable system, prepared for all scenarios, must be implemented," Macron stated during his visit to a barracks in Varces near Grenoble. "The nation must be ready to defend itselfnot against a specific adversary, but to ensure preparedness and earn respect."
France ended mandatory military service in 1996 following the Cold War. The new voluntary program will primarily target 18- and 19-year-olds, who can enlist during an annual national mobilization day. Military authorities will select the most suitable recruits, and in the event of a major crisis, both the government and parliament could extend service obligations to others identified on that day, effectively making it compulsory.
Volunteers will undergo one month of basic training, followed by nine months serving in units performing the same duties as professional soldiers, strictly within French territory. They will receive 800 ($927) per month, with food and accommodation provided, along with assistance for future employment opportunities.
Participants will be enrolled as reservists and may opt to continue in the professional military. Macron noted that implementing the program will require enhanced infrastructure and training capacity, with a 2 billion budget allocated to support its development.
