Impact of nationwide strikes on travellers during 'Black Friday' in Italy

Travellers planning trips to Italy should anticipate significant disruptions today as the country experiences a nationwide general strike. Scheduled to last 24 hours, the strike runs from 9 pm on 27 November until 9 pm on 28 November, affecting long-distance trains, local transport, ferries, airports, and other travel links. Both public and private sector workers are participating.

The industrial action has been called primarily in response to the governments budget proposals. Grassroots unions including Cobas, Usb, Sgb, and Cub are demanding higher wages, increased investment in healthcare and education, and a reduction in military spending.

Expected Travel Disruptions

Although delays were minimal at the time of reporting, major transport providers such as Trenitalia, FS Group, and Trenord in northern Italy have warned that long-distance and regional trains may be delayed or cancelled. Disruptions may continue even after the strike ends, including services to airports. Trenord has announced bus alternatives to Milan Cadorna and Malpensa Airport in case airport trains are affected.

Airports in Naples, Venice, and other cities have also cautioned travellers about potential delays. Prior to the strike, ITA Airways had already cancelled 26 domestic flights, including 23 scheduled for Friday.

Upcoming Strikes in December

Italys largest union, CGIL, has planned another general strike on 12 December lasting 21 hours, which will again impact rail services and add to scheduled ferry and aviation walkouts. According to the transport ministry, the strike begins just after midnight and continues until 9 pm. CGIL cites cuts in public service funding and unresolved national labour contracts as primary concerns.

The union emphasizes that staff shortages, rising living costs, and stalled negotiations are placing significant pressure on schools, hospitals, and other essential services. Prime Minister Giorgia Meloni criticized the timing of the strike on social media, suggesting it was timed for a long weekend.

Travel Advice During the Strike

Long-distance and regional trains, local public transport, ferries, and potentially air connections may operate on reduced schedules or be cancelled. Travellers connecting to airports by train are advised to allow extra time due to possible cancellations or rescheduling. While flights are not part of the walkout and airports are expected to function normally, train connections to and from airports may be affected.

Further Disruptions Later in December

The 12 December strike will primarily impact rail transport, potentially affecting routes between major cities such as Rome, Milan, Florence, and Turin. Ferry services may also experience interruptions, with a two-day strike by Tirrenia CIN and Moby from 3 pm on 9 December to 3 pm on 11 December affecting travel to Sardinia and Sicily. Additionally, a four-hour strike on 17 December from 1 pm to 5 pm involving ground staff, airline crews, and air traffic controllers could lead to airport delays nationwide.

Passengers Rights During Strikes

According to the Italian civil aviation authority ENAC, flights are guaranteed during strikes from 7 am to 10 am and from 6 pm to 7 pm. Certain train services, including peak-hour commuter trains from 6 am to 9 am and 6 pm to 9 pm, are also guaranteed, along with some long-distance services. Passengers with pre-booked long-distance tickets affected by cancellations can request a full refund or be rebooked on equivalent services. Operators usually provide updated timetables and lists of guaranteed services in advance. Additional details are available on the ENAC website and the Transport Ministrys strike list.

Analysis: Nationwide Strike Highlights Ongoing Pressure on Italy’s Transport System

From my perspective, today’s nationwide general strike underscores the scale and coordination of labour unrest currently affecting Italy. With both public and private sector workers involved, the action has had an immediate and broad impact on rail, air, ferry, and local transport services across the country.

While early reports indicated limited initial delays, official warnings from major operators such as Trenitalia, FS Group, and Trenord confirm that cancellations and disruptions are likely to intensify throughout the strike period and may extend beyond its official end. The pre-emptive cancellation of domestic flights by ITA Airways further illustrates the precautionary measures being taken.

The strike is directly linked to opposition to the government’s budget proposals, with unions focusing on wages, public service funding, and military expenditure. These issues are not isolated to this action, as evidenced by the planned CGIL-led general strike on 12 December and additional transport walkouts later in the month.

In practical terms, travellers face continued uncertainty, particularly those relying on rail connections to airports and intercity routes. Although guaranteed service windows and passenger rights remain in place, the frequency of planned industrial action in December indicates sustained disruption risks for both domestic and international travel.
