Footage has surfaced showing Israeli security personnel fatally shooting two Palestinians who appeared to surrender during a military operation in Jenin, located in the occupied West Bank. The Palestinian Authority condemned the killings, labeling them "brutal" and describing the incident as a "war crime."
Israeli authorities stated that the two men were suspects linked to a militant network, and the event is currently under investigation. Far-right Israeli National Security Minister Itamar Ben Gvir expressed full support for the officers, asserting that "terrorists must die."
The video captures the Palestinians emerging from a building with their hands raised, surrounded by multiple Israeli border guards. The men then kneel, with one lifting his shirt seemingly to indicate he was unarmed. Shortly after, they retreat into the building, after which Israeli forces open fire, killing them.
A joint statement from the IDF and police noted that the suspects were wanted for previous attacks, including throwing explosives and shooting at security personnel. "Forces entered the area, sealed the building where the suspects were located, and initiated a surrender process that lasted several hours," the statement said. "After engineering tools were used on the structure, the suspects exited. Fire was then directed at them."
Writing on X, Ben-Gvir stated that "the fighters acted exactly as expected of them."
The Jenin operation is part of an ongoing months-long campaign by Israel in northern West Bank cities, aimed at dismantling armed Palestinian groups allegedly responsible for attacks on Israeli soldiers and settlers. On Wednesday, the military conducted a similar operation in Tubas.
Since the October 2023 Hamas attacks in southern Israel and the subsequent Israeli military campaign in Gaza, violence in the West Bank has surged. According to UN reports, Israeli forces and settlers have killed over 1,000 Palestinians, including civilians and armed group members. Israel reports that at least 44 Israelis, both soldiers and civilians, have died in attacks or military operations. Many Palestinians displaced from West Bank refugee camps remain in precarious conditions as Israeli demolitions continue.
Author's Analysis: Jenin Operation Raises Questions on Rules of Engagement
The newly released footage from Jenin shows a troubling sequence in which two Palestinians appeared to surrender before being fatally shot by Israeli forces. The visual record contradicts aspects of the official Israeli account, which emphasizes a controlled surrender process lasting several hours. While the suspects were reportedly linked to previous attacks, the video raises serious questions about adherence to rules of engagement and proportionality.
Palestinian authorities have condemned the killings as a “war crime,” a statement that reflects longstanding international concern over the use of lethal force in the West Bank. Conversely, Israeli political figures, including Far-right National Security Minister Itamar Ben Gvir, have publicly endorsed the actions of the security personnel, framing them as necessary counterterrorism measures.
This incident underscores the broader context of escalating violence in the West Bank since October 2023. Israeli operations in Jenin and Tubas are part of a sustained campaign targeting armed Palestinian groups, but civilian casualties and forced displacements continue to fuel tensions. As investigations proceed, the footage may influence both international scrutiny and domestic debates on operational accountability and the treatment of suspects in conflict zones.
