Parents of children attending primary and secondary schools in Norfolk have been cautioned about safety concerns after large groups of youngsters were seen congregating in Norwich city centre. On 8 November, hundreds of children and teenagers gathered at Haymarket, with similar meet-ups reported on following Saturdays.
Police reported observing underage drinking and receiving notifications of minor property damage, but noted positive interactions with young people after increasing patrols in the area.
In a communication to schools, the Norfolk Community Safety Partnership highlighted concerns about certain risky behaviours and the potential for young people to be exploited. Those gathering at Haymarket are estimated to be between 11 and 19 years old and come from various parts of the county.
The partnership, which includes local councils and police representatives, provided guidance for keeping children safe while socialising in the community. Recommendations included knowing childrens whereabouts, encouraging them to stay with friends, carrying fully charged phones, and having funds for public transport.
The letter also advised parents to discuss recognising warning signs in others behaviour, how to respond if something feels unsafe, and ways to seek help for themselves or peers. Regular conversations about online and offline risks, including grooming and exploitation, were also recommended, reassuring children that they can approach parents without fear of punishment.
Police confirmed complaints had been made by retailers, city centre workers, and visitors regarding the gatherings on 8 November, with some feeling intimidated. Recent Saturday meet-ups have seen fewer reported incidents, and officers have received positive engagement from the young people, who welcomed the increased presence of authorities and partner agencies in the area.
