Putin and Modi to discuss trade and defense ties between Russia and India amidst US pressure

NEW DELHI Russian President Vladimir Putin is scheduled to meet Indian Prime Minister Narendra Modi on Friday for the 23rd annual Russia-India Summit, marking the second day of his state visit. The summit arrives at a critical juncture as the United States seeks progress on a Ukraine peace initiative while encouraging global collaboration.
The discussions will examine New Delhis delicate balancing act between Moscow and Washington as the conflict in Ukraine continues into its fourth year. Putin was warmly welcomed by Modi at New Delhi airport on Thursday, receiving a bear hug and a firm handshake signaling a close rapport between the leaders.
Indian officials preparing for the summit stated that the talks will cover defense cooperation, energy, and labor mobility. Although India has historically maintained strong ties with Russia, observers warn that the visit could complicate relations with the European Union and the United States, potentially affecting key trade negotiations vital to Indias export ambitions.
Earlier this year, the U.S. imposed 50% tariffs on Indian goods, citing Indias discounted imports of Russian oil. India remains the worlds second-largest buyer of Russian crude after China, a move the U.S. argues indirectly supports Russias military operations. Indian authorities maintain that New Delhi complies with international sanctions, including those related to Russian oil.
Efforts to finalize a U.S.-India trade agreement remain underway, but progress has been slow amid diplomatic tensions. Simultaneously, India is nearing the conclusion of a trade deal with the European Union, which views Russias invasion of Ukraine as a major concern.
During the summit, Modi is expected to request expedited delivery of two additional Russian S-400 surface-to-air missile systems, following the three already delivered under a 2018 $5.4 billion deal. Delays have been attributed to supply chain disruptions caused by the war in Ukraine. In February, the two countries signed a defense cooperation pact covering joint exercises, port visits, disaster relief, and logistics support, which was ratified by Russias State Duma ahead of Putins visit.
Additional discussions will likely focus on modernizing Indias fleet of Russian-made Su-30MKI fighter jets and accelerating the delivery of other critical military equipment.
Trade will also be a significant agenda item. Bilateral trade reached $68.7 billion in the last fiscal year, with India aiming to increase it to $100 billion by 2030. Trade remains heavily tilted toward Russia, and India plans to reduce deficits by boosting exports of pharmaceuticals, agriculture products, and textiles, while seeking the removal of non-tariff barriers and securing long-term fertilizer supplies from Russia.
The summit is also expected to finalize agreements on the protection and regulation of Indian skilled workers migrating to Russia. Putin last visited India in 2021, Modi traveled to Moscow last year, and the two leaders briefly met in September at a Shanghai Cooperation Organization summit in China.
