BERLIN French President Emmanuel Macron and German Chancellor Friedrich Merz have expressed concerns about the current trajectory of U.S. negotiations aimed at resolving the conflict between Ukraine and Russia, according to a report by German magazine Spiegel, which cited a transcript of a private call.
The publication revealed that during a discussion with Ukrainian President Volodymyr Zelensky and other European leaders, Macron cautioned that the United States might pressure Ukraine into making territorial concessions to Russia without providing firm assurances against future aggression. He reportedly said, "There is a chance that the U.S. will betray Ukraine on territory without clarity on security guarantees."
During the same call on Monday, Merz advised Zelensky to be vigilant, warning that U.S. negotiators could be "playing games" and urging caution in the coming days.
Neither Berlin nor the French presidential office immediately commented on the report. The lyse noted that Macron had not used the exact words attributed to him by Spiegel. A French Foreign Ministry spokesperson emphasized the countrys steadfast support for Ukraine and highlighted ongoing coordination with the United States.
Earlier in the week, European leaders expressed solidarity with Zelensky following U.S.-Ukraine talks aimed at revising a peace proposal initially seen as favorable to Russia. Separately, Russian President Vladimir Putin met with U.S. envoys in the Kremlin on Tuesday to discuss the issue.
On Wednesday, U.S. President Donald Trump described the future of the peace talks as uncertain, despite calling discussions between his representatives and Putin "reasonably good."
Analysis: Growing Tensions and Diverging Interests in U.S.-Ukraine Peace Talks
The ongoing negotiations between the U.S. and Ukraine, aimed at resolving the conflict with Russia, have sparked concerns among European leaders. French President Emmanuel Macron and German Chancellor Friedrich Merz have both expressed unease about the direction of the talks, highlighting the potential risks Ukraine faces in the discussions. Their concerns, outlined in a leaked transcript, suggest that Ukraine may be pressured into making territorial concessions to Russia without receiving clear guarantees regarding future security.
Macron's warning that the U.S. might "betray Ukraine on territory" without providing firm security assurances raises important questions about the integrity of these negotiations. The idea of Ukraine compromising on territorial integrity without a solid promise of protection could weaken Ukraine’s position in the long term. Meanwhile, Merz's advice to Zelensky to be cautious about U.S. negotiators further underscores the suspicion and wariness that some European leaders feel about Washington's strategy.
The French and German positions contrast with the United States’ approach, which may be increasingly focused on finding a compromise with Russia. This shift in strategy, however, remains unclear, with U.S. President Donald Trump acknowledging the uncertainty of peace talks despite describing recent discussions with Russian officials as "reasonably good." This ambiguity only deepens the concerns voiced by European leaders, who seem to fear that the U.S. may prioritize a quicker resolution at the expense of Ukraine's long-term interests.
As the situation develops, European leaders will likely continue to closely monitor the negotiations, as they seek to balance their support for Ukraine with the delicate diplomacy required in engaging with both the U.S. and Russia. It remains to be seen how these tensions will influence future talks and whether they will shift the balance of power in the ongoing conflict.
