Whitbread submits planning application for Premier Inn hotel in Carlisle, UK

Whitbread, a UK-based hospitality group, has lodged an application for planning permission to develop a 104-room Premier Inn hotel on Victoria Viaduct in Carlisle. The company acquired the site, formerly known as Central Plaza, from Cumberland Council in May 2025.

The proposed location is close to Carlisle railway station and existing Premier Inn properties. Whitbread plans to erect a five-storey building featuring Standard and Premier Plus rooms, along with a restaurant with access from Victoria Viaduct. Guest accommodations will span from the lower ground to the fourth floor, with the reception and dining areas situated on the upper ground level.

The hotel is projected to host around 30,000 visitors annually, who are expected to contribute more than 4 million each year to Carlisles visitor economy, according to an economic impact assessment submitted with the planning application.

The development is expected to create roughly 25 permanent jobs once operational and support approximately 45 construction roles during the building phase, which has an estimated cost of 12 million. Jill Anderson, Whitbreads North of England acquisition manager, stated: Since we announced our plans in May 2025, there has been strong public support for bringing the long-vacant Central Plaza site back into use. The community also welcomes the new employment opportunities and economic benefits this hotel will provide to the city.

The site has a long history in hospitality, dating back to 1881, but has remained empty since the demolition of the previous structure between 2019 and 2020.

Should planning permission be approved, construction is expected to begin in 2026, with the hotel opening planned before the end of 2028. Sustainability measures are included in the proposal, such as sourcing electricity from renewable energy, installing air source heat pumps, and incorporating heat recovery systems to reduce energy consumption.

Anderson added: Redeveloping the West Walls site as a hotel presents challenges, and we have adapted our design to meet operational needs while remaining economically viable. The contemporary design respects the historic surroundings and will create an engaging frontage along Victoria Viaduct and West Walls.
