Authorities have issued a compliance notice to a childrens home in Merseyside after inspectors identified significant concerns regarding child safety. An Ofsted inspection uncovered widespread shortcomings in the care provided, lapses in management, and failures to document incidents involving restrained children.

The facility, located in Knowsley, remains unnamed in the report but is managed by Jupiter Child Care Services Limited (JCCS). Ofsted rated both the overall experiences of children and the effectiveness of leadership and management as inadequate across all areas.

The home accommodates up to two children who may face social and emotional challenges, according to the Local Democracy Reporting Service. JCCS registered with Ofsted in May, and the first full inspection occurred in October. At the time of the visit, the home had no registered manager in place, though two children were residing there.

Inspectors emphasized that despite some minor improvements, the childrens overall experiences were "extremely poor." Management deficiencies contributed to unsafe practices in safeguarding. The report highlighted that children were not adequately protected, staff failed to respond appropriately to allegations of harm, and incidents involving restraints were not consistently recorded.

Delays in sharing safeguarding information with professionals and the regulator were also noted, compromising both child protection and oversight. As a result of these serious issues, Ofsted issued compliance notices under regulation 12 (protection of children), regulation 13 (leadership and management), and regulation 36 (children's case records).

Ofsted confirmed that it will monitor the home regularly to ensure these requirements are addressed within the specified timescales.
