Council to make decision on the future of street light experiment

Devon County Council (DCC) announced that a final decision on whether to make a street lighting experiment permanent will be taken in early 2026. The trial, which started in April, tested earlier switch-off times and reduced brightness across Exeter, market towns, and rural areas to cut costs.

The council reported that the project is progressing well and is expected to generate significant savings in energy consumption, carbon emissions, and overall expenses. So far, the initiative has saved approximately 270,000 and prevented 200 tonnes of carbon from being released. In addition, dimming the lights has benefited wildlife by minimizing light pollution and disturbances to nocturnal animals.

Some concerns were raised about the impact of earlier switch-offs on shift workers. In response, DCC worked with local police and town councils to adjust lighting schedules on main routes. Devon and Cornwall Police have supported the trial, commending the councils responsiveness to safety concerns.

Dan Thomas, cabinet member for highways, highlighted that the trial shows how technology can balance sustainability with community needs. He emphasized that the council can reduce costs and carbon emissions while maintaining public safety, and that lighting can be quickly adjusted to address local concerns without losing broader benefits.

Helen Brown, chair of the corporate infrastructure and regulatory services scrutiny committee, stressed the importance of ensuring that any permanent changes benefit communities while achieving carbon reduction targets.

The councils cabinet is scheduled to make the final decision in February 2026.
