Indiana Senate Republicans prepare for high-stakes battle over Trump-supported map

On Friday, Indianas state House Republicans approved a new congressional map, following a push from former President Donald Trump, and sent it to the state Senate for consideration. The measure passed the House with a 57-41 vote but faces uncertainty in the Senate, where support is not guaranteed.
The newly approved map divides Indianapolis into four districts, a move aimed at boosting Republican chances to capture all nine of Indianas U.S. House seats. While Trump and fellow Republicans celebrated the House vote, the maps ultimate success depends on Senate approval, where mid-decade redistricting has faced opposition from some GOP members.
House Democrats sharply criticized the plan, arguing the process was rushed. The map was introduced just a few days ago on Monday, contrasting with 2021, when lawmakers conducted several months of public hearings before finalizing the congressional districts.
Democratic state Rep. Greg Porter of Indianapolis condemned the proposal on the House floor, saying it would weaken the influence of Black residents in the state. U.S. Rep. Andr Carson, the only Black member of Indianas congressional delegation, could lose his seat under the new boundaries. This legislation diminishes the rights of Black and brown Hoosiers, Porter stated. It fractures Marion County!
Republican Rep. Ben Smaltz, the bills sponsor, explained that the National Republican Redistricting Trust supplied the map and legislative language. The Trust, a major GOP redistricting organization, also played a role in drawing Texas congressional districts this year. Smaltz noted that Indiana Republicans were given a single option for the statewide map.
Currently, Republicans hold seven of Indianas nine congressional seats. The House vote reflects mounting pressure from the White House to emulate Republican-led states like Texas, Missouri, Ohio, and North Carolina, which have enacted mid-decade redistricting plans ahead of the 2026 midterm elections. Democrats in other states, including California and Virginia, have pursued similar strategies to protect their partys interests.
Smaltz suggested that these partisan map redraws could become a recurring strategy in future electoral cycles. The House vote increases pressure on the Senate to pass the map, which would typically be redrawn only once per decade following the census. Trump has encouraged Republican states to act this year to secure congressional majorities, even as Democrats would need to flip only a few seats to gain control in the upcoming elections.
Senate Republicans previously expressed doubts about the bills passage. The 50-member chamber requires at least 25 votes for approval, with a potential 26th tie-breaking vote from Republican Lt. Gov. Micah Beckwith. The next stage for the map is a Senate committee review, where opposition may be more limited.
The issue has sparked internal Republican conflicts in Indiana, with senators facing threats over their positions. Trump has pledged to support primary challengers against GOP senators who oppose the redistricting plan, though half the Senate will not be up for reelection until 2028.
The proposed map splits Indianapolis, previously contained entirely within the 7th Congressional District, into four sections distributed across rural districts. It also merges East Chicago and Gary with Republican-leaning northern counties, potentially displacing Democratic Rep. Frank Mrvan.
Meanwhile, in a related development, the U.S. Supreme Court allowed Texas to hold elections under its new GOP-favoring map, which could yield five additional Republican seats, signaling the high stakes of these redistricting battles nationwide.
