Old city center hotel to be transformed into 109-bed HMO

Plans to convert the old Portland Hotel on Paragon Street into a 109-bed House in Multiple Occupation (HMO) have received approval. Hull City Council's planning committee narrowly voted in favour of the project submitted by Knight Wood Portfolio.

The approved scheme will convert the building into city centre residential units, each equipped with a small kitchenette. Councillor Terry Keal, representing the Liberal Democrats, remarked, "Without this project, the building risks falling into disrepair and costing the council millions to manage. This is an ideal solution."

Originally, the proposal earlier this year sought permission for 122 beds and faced opposition from three Labour councillors and MP Emma Hardy. Humberside Police also initially raised concerns, citing studies suggesting that an increase in HMOs can sometimes elevate risks of violence due to crowded, low-quality accommodation with shared facilities.

After additional security measures were discussed with the developers, the police withdrew their objection. During the planning meeting, letters from Councillor Daren Hale and MP Hardy were read, expressing concern that such a large HMO might not align with existing policies, with Hardy also previously supporting a petition against the development.

James Shepherd, director at Knight Wood Portfolio, addressed concerns about the buildings intended use, assuring the committee, "This development will be dedicated to housing local working professionals, not asylum seekers."

The committee ultimately approved the plans with a six-to-five vote, following officers' recommendations. The approval includes a requirement for a 1,160 contribution towards local open space.
