Plastic pellets are a primary source of microplastic pollution when accidentally released during manufacturing, transport, or packaging. Once they enter the environment, they can accumulate in rivers, oceans, and soil, posing ecological hazards and eventually entering the human food chain through fish and seafood. EU authorities estimate that hundreds of thousands of tonnes of pellets are lost each year, driving the need for regulatory action to prevent environmental harm at its source.
Key Provisions of the New Regulation
The legislation requires companies handling pellets to develop comprehensive risk-management strategies. These must cover packaging protocols, handling procedures, staff training, and emergency cleanup plans. Firms processing over 1,500 tonnes of pellets annually will be subject to third-party certification, while smaller operators may use simplified self-declarations.
Rules for maritime transport have been strengthened, mandating enhanced packaging standards and documentation to minimize the risk of spills at sea. Non-EU shipping companies must appoint an authorized EU representative to ensure compliance. The transport-specific rules will be fully enforced from 17 December 2028, providing a longer transition period for maritime operations.

The new requirements will affect manufacturers, logistics providers, packaging suppliers, and transport firms. Many companies will need to upgrade equipment, redesign packaging for safer transport, revise operational procedures, and enhance staff training.
