Request for establishment of a new health oversight body to enhance trust

The health sector in Guernsey may soon see the establishment of an independent watchdog, following a recommendation from a local care advisory panel. Bella Farrell, head of CareWatch, emphasized that such a body is essential to ensure greater accountability within healthcare services.
Currently, CareWatch allows residents to provide feedback on health and social care, though complaints are managed internally within Guernsey. Dr. George Oswald, President of Health and Social Care, described the idea of creating an independent watchdog as a major step that needs careful and detailed consideration.
This call for action follows the resignation of Melissa McCullough, Guernseys Commissioner for Standards, on 27 November, citing an inability to continue her role with confidence. Farrell stressed that the new watchdog should operate with independence, transparency, and courage, ensuring that public concerns are properly addressed.
"Our goal is to support the voices of patients and families, making sure their experiences reach healthcare providers," Farrell explained. "We are eager to engage with health and social care organizations to define how this system of accountability could work effectively."
Dr. Oswald affirmed that the Committee for Health and Social Care values the contributions of CareWatch, recognizing its role in representing community perspectives and serving as an independent voice for patients throughout the Bailiwick of Guernsey.
"Listening to patients and their families remains a top priority," he added. "We acknowledge the call for an independent watchdog and are carefully assessing the most appropriate way to move forward. This is an important decision that warrants thorough evaluation."
